Hall of Fame Resort & Entertainment Company Secures Approval for Sports Betting Licenses

Hall of Fame Resort & Entertainment Company, the only resort, entertainment and media company centered around the power of professional football, announced that it has taken the next step toward live sports betting by securing conditional approval from the state for mobile and retail sports books.

The Ohio Casino Control Commission provided the required authorization for HOFV to gain licensing for a physical sports operation – called a sportsbook – as well as an online betting platform, under Ohio’s sports betting law HB29. Sports betting will become legal in Ohio on New Year’s Day, 2023, when anyone in the state that is of legal betting age will be able to place wagers.

“The legalization of sports betting in Ohio, opens up a breadth of opportunity across our company’s three business verticals and for our fans,” said Michael Crawford, HOFV president and chief executive officer. “We will have the only physical sports book in Stark County and the first dedicated sports microbetting platform via the Betr mobile app, bringing fans and guests a multitude of different and new ways to experience sports entertainment.”

HOFV previously announced 10-year partnerships with Rush Street Interactive, Inc. (“RSI”) (NYSE: RSI) as its official retail sports-betting partner and Betr, founded by sports betting veteran Joey Levy and media mogul Jake Paul, as its official mobile sports-betting partner.

The HOFV/RSI retail sportsbook will be named “BetRivers Sportsbook” and will be located at the Hall of Fame Village’s Fan Engagement Zone, a sports and entertainment-themed promenade. The Fan Engagement Zone will offer rooftop views of Tom Benson Hall of Fame Stadium and will be an active hub for guests to go before, during and after events to have fun, dine, and socialize. BetRivers will provide fans a new and enhanced way to interact with their favorite sports, all conveniently from the HOFV campus in Canton, Ohio.

The HOFV/Betr mobile sportsbook will help further enhance the fan experience by offering consumers a seamless way to place their bets online throughout Ohio. The Betr app, already ranked in the top 10 Top Free Apps in the sports category in the Apple App Store for iPhone, takes sports prop betting to a whole new level by introducing microbetting, which will enable consumers to bet on nearly every moment of every live sporting event – from pitches and at-bats, plays and drives, shots and possessions – all done simply and instantly from the palm of their hand. Betr, a leading gaming and media business, announced a major revamp of its daily fantasy sports pick ’em product, Betr Picks, along with the official launch of Betr Arcade, just in time for the 2025 NFL season. Betr, the gambling and fantasy sports operator founded by Joey Levy and social media personality-turned-boxer Jake Paul, has introduced Betr Arcade, a cash-based gaming product built on head-to-head competition. The new feature launched earlier this month inside the Betr Picks daily fantasy sports platform and includes four games: 21, Fruit Match, Crossout 21, and 5 Across.

Unlike traditional casino play, these contests pit players directly against one another, rather than against the operator. Betr is not the only operator adapting its model to navigate state-level restrictions. Rival daily fantasy sports (DFS) operator PrizePicks has confirmed it no longer offers against-the-house Pick ’em contests in the US, shifting entirely to its peer-to-peer Arena product.

The change took effect on Aug. 22, according to a company spokesperson, who highlighted the move as an effort to deliver a more social and sustainable DFS product.

Previously, PrizePicks offered Pick ’em in 17 states and Washington, D.C., including major markets like California and Texas, where fantasy sports remain unregulated. Arena, first launched in January 2024, requires players to pay an entry fee to join competitions against other users, with prizes awarded to the highest-scoring lineups.

The format has been positioned as less vulnerable to regulatory pushback, as some state authorities have likened Pick ’em contests to sports betting.

PrizePicks had already shifted to Arena-only play in California in June, shortly before the Attorney General’s office issued an opinion stating that all DFS products violated state law. Following that decision, Underdog Fantasy also removed its Pick ’em contests in California.

Currently, PrizePicks is active in 45 states, Washington, D.C., and every Canadian province except Ontario. It has also secured a license in Puerto Rico.

DraftKings has introduced credit card deposit ban for US customers. This decision aligns them with other major gambling operators, such as Fanatics Betting & Gaming, Betr, and Sporttrade, which have already banned credit card funding for wagering accounts.

It also comes on the heels of another major announcement by DraftKings. Starting September 1, DraftKings will charge a 50-cent fee for every mobile and online bet placed in Illinois using its Sportsbook platform. This change follows a similar move by FanDuel.

DraftKings CEO, Jason Robins, expressed his disappointment with Illinois policymakers for significantly raising the tax rate. He is worried that this could hurt the legal sports betting industry, while the illegal market continues to operate without paying taxes or providing any consumer protections.

DraftKings has informed its users that any saved credit card information will be disabled.

Moving forward, players will need to utilize alternative payment methods, including:

• Debit Cards

• ACH and wire transfers

• PayPal, Venmo

• Apple Pay

• Gift Cards

Bettors can also use cash at physical locations to fund their accounts.

DraftKings describes this step as a “strategic business decision” aimed at shielding customers from the high interest rates and cash advance fees usually associated with credit card deposits in gambling. Unlike regulatory demands, this decision was internally driven but coincides with growing scrutiny from regulators.

DraftKings has decided to stop accepting credit cards for deposits in the US due to worries about customer safety and more scrutiny from regulators. Recently, the company faced a significant fine in Massachusetts, where it is based. The Massachusetts Gaming Commission fined DraftKings $450,000 for allowing credit card deposits, which goes against state laws.
