Swedish Gambling Market Commission Proposes More Restrictions on iGaming
The Swedish Gambling Market Commission (Spelmarknadsutredningen) has delivered a report on the country’s igaming regulations. Led by special investigator and former MP, Anna-Lena Sörenson, the report has recommended several stricter controls on the market including a proposal that the national regulator Spelinspektionen should implement a risk classification for gambling products.
The report suggests that games classified as the highest risk should be banned from advertising between 6 am and 9 pm. It also proposes that Sweden should make permanent the SEK5000 deposit limit that has been temporarily imposed for online casino games during the Covid-19 pandemic.
Other proposals include the introduction of a law laying out reporting requirements for operators and a relaxation of bonus restrictions for gaming operators that generate funds for charity, such as lotteries, to enable them to better compete against private operators. It also suggests greater controls on unlicensed gaming, which is now subject to a separate enquiry.
The report rejected proposals for statutory levels on horseracing and other sports betting. It also concluded that the Gambling Act was not the correct tool to include controls on loot boxes in video games, which it said should be studied at the European Union level.
“This has been a complex assignment that has touched on a large number of different issues linked to gaming regulation, which in some cases have required difficult trade-offs. I believe that the proposals we come up with today can both contribute to strengthening consumer protection and make regulation more appropriate,” Sörenson said.
“Spelmarknadsutredningen’s report will form an important basis for the Government’s forthcoming measures,” Ardalan Shekarabi, Minister for Social Security, said.
However, the operator association Branscheforenigen för Onlienspel (BOS) expressed alarm at the report’s recommendations.
Gustaf Hoffstedt, secretary-general of BOS, said: “Sweden has invested in a licensing system with 102 operators that offer a high level of consumer protection.
“They pay around SEK4bn annually in gaming tax, invest in workplaces and staff, sponsor Swedish sports and contribute to Swedish technology know-how.
“Banning licensed gaming companies from marketing their services to Swedish consumers while leaving unlicensed companies free to offer their services to Swedish consumers is a bad proposal.
“This only leads to reduced consumer protection and to erode the Swedish gaming market.”

Public Health Advocacy Institute (PHAI) Joins Congressional Leaders to Reintroduce SAFE Bet Act Ahead of March Madness
The Public Health Advocacy Institute (PHAI) at Northeastern University School of Law supports Congressman Paul D. Tonko (NY-20) and Senator Richard Blumenthal (D-CT) as they reintroduced the SAFE Bet Act, which addresses the risks associated with legalized gambling.
As of 2025, 39 states and the District of Columbia have legalized sports betting, but the necessary safeguards are not in place to address the public health risks that legalizing sports betting creates. The SAFE Bet Act, first introduced in September 2024, addresses those public health concerns.
The SAFE Bet Act establishes federal standards while preserving the opportunity for anyone who wishes to participate in legal sports betting. These standards will address advertising, affordability, and artificial intelligence issues.
Director of Gambling Policy at PHAI, Dr. Harry Levant, said: “The rapid and unprecedented expansion of the gambling industry has resulted in a public health crisis the scope of which we are only beginning to recognize.”
“Once unthinkable partnerships between the gambling industry, professional and collegiate sports, broadcast media, and technology companies have resulted in the delivery of non-stop gambling action on virtually every phone, tablet, computer, and television. Gambling is a known addictive product, and the 2025 SAFE Bet Act protects the public by replacing the ethically flawed ‘responsible gaming’ model with comprehensive public health solutions designed to prevent gambling-related harm,” Levant added.
“Like cigarettes, online sports gambling apps are a highly addictive product designed to entrap consumers into compulsive use, robbing them of free choice as well their money. The Safe Bets Act aims, among other things, to eliminate the predatory features of current sports betting apps, still allowing users to bet on the game but not to bet compulsively instead of even watching the game,” said PHAI President and Professor of Law at Northeastern University, Richard Daynard.
“Where there is a public health problem, there needs to be a public health solution. At PHAI, we understand that blaming the people who are struggling with gambling and referring to them as ‘irresponsible’ consumers is not a public health solution. The 2025 SAFE Bet Act recognizes that the government needs to take a more active role when dealing with the new high-intensity sports gambling products that are causing so much pain today. The SAFE Bet Act is a public health solution,” said Mark Gottlieb, Executive Director of PHAI.

MGA Launches Closed Consultation on Financial Requirements

The Malta Gaming Authority (MGA) has launched a closed consultation with relevant stakeholders to gather input and feedback on proposed amendments to the financial requirements under the Gaming Authorisations and Compliance Directive (Directive 3 of 2018).
The proposed modifications aim to strengthen the MGA’s risk-based approach to regulating the financial aspects of licensees, addressing challenges encountered by the industry while further enhancing the Authority’s efficiency and regulatory effectiveness.
Stakeholders can submit feedback on the proposed amendments during the consultation period, which remains open until 25 April 2025.
