Following the success of the second installment of the F1 Esports Virtual Grand Prix, six Formula 1 drivers will battle it out at the Virtual Chinese Grand Prix this Sunday, 19th April at 18:00 BST. After winning the last race on his debut, Charles Leclerc will be out for victory once again, as he takes on his fellow Formula 1 competitors, George Russell, Antonio Giovinazzi, Lando Norris, Alex Albon and Nicholas Latifi on Sunday’s starting grid.

Alongside a star-studded grid of Formula 1 drivers, Real Madrid and Belgium international goalkeeper Thibaut Courtois makes his Virtual Grand Prix debut for Red Bull, with a host of other exciting names set to be announced over the coming days.

This weekend’s virtual Grand Prix is the third race in the new F1 Esports Virtual Grand Prix series, which gives fans the chance to watch Formula 1 races virtually during the ongoing COVID-19 situation.

This weekend’s Grand Prix will take place at the Shanghai International Circuit, China on the day when the official Formula 1 Heineken Chinese Grand Prix 2020 would have originally taken place. Drivers will join the race remotely, with a host broadcast live from the Gfinity Esports Arena from 6:00pm (BST) on Sunday April 19 – a change from previous weekends where races have started at 8:00pm.

The broadcast which will be available on the official Formula 1 YouTube, Twitch, Weibo and Facebook channels, is expected to run for 1 hour 30 minutes, with a qualifying period where grid positions will be determined based on the drivers’ fastest lap time, followed by a 28-lap race. The Virtual Grand Prix will also be broadcast live with international broadcast partners in over 100 countries including in the UK on Sky Sports and in the US on ESPN.

In addition to the Chinese Virtual Grand Prix, the F1 Esports Series China Championship will kick off its 2020 Season on Sunday with a Pre-season Event. The 2020 Season will retain much of the same structure with qualification, regional finals, and the Grand Final – but will see the introduction of a brand-new Pro League which was not part of the 2019 Season. The Pro League is a 22 race online championship following the same point scoring mechanic as the Formula One World Championship. The top ten racers from the Pro League driver standings will enter the Grand Final directly and compete with other racers from the regional finals for the chance to sign for an official F1 Esports team.

The Pre-season Event itself will include two online exhibition races. The first will be an All-Star race at Circuit de Monaco where top racers from the 2019 Season will put on a show, whilst the second will be a Pro League pre-season race at Shanghai International Circuit where the Pro League teams will get a chance to showcase their talents in front of fans.

This weekend’s F1 Esports Pro Exhibition race will precede the virtual Grand Prix – and is set to begin at 5:00pm (BST). The broadcast will be available on the official Formula 1 YouTube, Twitch and Facebook channels as well as selected TV broadcasters and is expected to run for 1 hour.

Julian Tan, Head of Digital Business Initiatives and Esports said:

“From an esports perspective, the last Virtual Grand Prix was one of our most successful events we’ve ever put on, so it’s great to be back and be able to continue building something that has proven hugely popular. It’s very important to us that we can give our fans something to look forward in these uncertain times, so to see such an impressive list of returning drivers is fantastic. We hope the racing action is just as thrilling and fun as last time out!”

Macau Foresees Gaming Revenue Growth to $30 Billion by 2025

Macau’s 2025 casino gross gaming revenue (GGR) is forecast to reach MOP240 billion ($29.9 billion), says the Office of the Chief Executive (CE), in the financial-year 2025 budget plan published on last Thursday, and which has been submitted to the city’s Legislative Assembly.

That would be a 31.1% rise on the MOP183.06 billion achieved in 2023, the first year of trading since pandemic-related restrictions were lifted. It would be an 82.1% recovery rate compared to the MOP292.46 billion in the pre-pandemic trading year of 2019, as per data of the local regulator.

The 2024 budget plan predicted MOP216 billion GGR for this year. The tally for the calendar year to the end of October is MOP190.14 billion. The 2025 budget would represent year-on-year growth of 11.1% from the forecast for 2024.

The 2025 budget plan estimates the Macau government will collect MOP84.0 billion in gaming taxes from the city’s six casino concessionaires for financial year 2025. That is calculated based only from the levy of the so-called “special gaming tax”, which stands at 35% of GGR for the current 10-year gaming concessions that started from January 1, 2023.

With other contributing levies for social causes, the effective tax on Macau casino GGR is 40% for the current concession term.

“It is estimated that the recovery momentum of the integrated tourism and leisure businesses for the next fiscal year [2025] will continue, with a continuous rise in inbound tourist volume, albeit their travel and consumption patterns may see changes,” the Office of the Chief Executive stated in its fiscal year 2025 budget plan.

“Integrated tourism and leisure businesses” is a term used by the authorities to indicate the casino resort sector.

The chief executive office added: “Considering all factors, the fiscal year 2025 gross gaming revenue is estimated to reach MOP240 billion. Such is the principal fiscal income that serves as a foundation for the Macau Special Administrative Government in formulating the fiscal year 2025 budget plan.”

Post the Covid-19 pandemic, Macau’s fiscal income had seen a “gradual recovery” since 2023, as economic improvement had been led by the integrated tourism and leisure sector, the document also mentioned.

For the whole of fiscal year 2024, the Macau government had forecast it would collect MOP75.6 billion in gaming taxes from the casino concessionaires, levied as special gaming tax, according to the 2024 budget plan.

The 2025 plan will be current Chief Executive Ho Iat Seng’s ultimate fiscal-year budget proposal before stepping down at the end of his five-year term.

Sam Hou Fai, most recently president of Macau’s Court of Final Appeal, the city’s most senior judicial position, is to succeed Mr Ho as the city’s leader, with a swearing-in ceremony to be held in December.

PBBM Orders Immediate Ban Against All PH POGO Operations

Citing risks posed by Philippine Offshore Gaming Operators (POGO) operations in the country, President Ferdinand R. Marcos Jr. issued Executive Order No. 74 imposing an immediate ban on offshore and internet gaming in the country.

In issuing the EO 74, President Marcos said “the State has the paramount duty to safeguard national security, maintain public order, uphold the rule of law, protect the safety of its citizens, and ensure the integrity of the social fabric of the nation.”

“…In pursuit of such duty, an unequivocal ban of POGO/IGL operations was pronounced during the State of the Nation Address on 22 July 2024.”

The EO cited the Department of Finance (DOF) study in saying that POGO activities significantly outweigh the economic and social benefits derived from the POGO industry because of the risks and negative consequences such as increased crime rates, social instability and exploitation of vulnerable people associated with them.

The Anti-Money Laundering Council (AMLC) Report also indicated POGOs have been identified as susceptible to money laundering, fraud and other illicit financial activities, and therefore pose substantial threats to the integrity of the national financial system.

“The high reputational risks associated with POGO/IGL operations deter foreign investment and tourism, undermining the efforts of the National Government in promoting the country as a safe and sustainable investment and tourism destination,” the EO stated.

The President’s order, signed by Executive Secretary Lucas Bersamin on Nov. 5, will cover Philippine Offshore Gaming Operators and Offshore Gaming Operations and Services.

All POGOs/IGLs and other offshore gaming operations and other offshore gaming-related/auxiliary/ancillary services with issued licenses, permits are expected to completely cease operations, including the winding up of their affairs, on December 31, 2024 or earlier.

And to develop and implement a comprehensive strategy, Technical Working Groups (TWGs) will be created. The TWG on Employment Recovery and Reintegration will address the impact of the foregoing ban on the affected sectors of the economy and ensure the reintegration of displaced Filipino workers.

This will also involve the provision of assistance and safety nets which include upskilling and reskilling programmes to ensure displaced workers could find new jobs.

The President also issued directives to national government agencies in response to the immediate POGO operations prohibition.

He wants the Presidential Anti-Organised Crime Commission (PAOCC), Philippine Drug Enforcement Agency, and other law enforcement agencies to intensify their efforts against illegal POGOs/GLs and other offshore gaming operations and services.

The Department of Human Settlements and Urban Development (DHSUD) was instructed to assist the TWG on Anti-Illegal Offshore Gaming Operations in securing the cooperation of homeowners associations to ensure the non-proliferation of POGO/IGL and other offshore gaming operations and services in subdivisions, condominiums and other real estate developments.
